Rites are an everyday part of the lives of most Garou. Although rituals can be specifically linked to certain Tribes, Breeds, or Auspices (you'll see this in their descriptions), unlike Gifts the limits on learning outside of that Tribe, Breed, or Auspice are not as strict from the point of view of the Wizards. You will, of course, need to find someone of the appropriate group willing to teach you (and convincing them can be no small feat), or if you are applying for a new character with one you need to have a reason in your background for having this ritual which is unusual to your character.
